The California Department of Social Services tells TODAY.com through a spokesperson that it cannot comment on specific cases. A major challenge for the Turpins has been accessing the state and county social service programs they were entitled to, as well as the donations that came in following their parents' arrest. Most of the funds have gone into a trust that is controlled by a court-appointed public guardian, but details about the guardian -- and the money -- are hard to come by. "I don't really have a way to get food right now," Jordan Turpin, 21, told ABC News' Diane Sawyer when they met in July. Other than an occasional family trip to Las Vegas or Disneyland, they rarely left the home. "I cannot describe in words what we went through growing up," he said, crying. "That is unimaginable to me -- that we could have the very worst case of child abuse that I've ever seen," Hestrin said, "and then that we would then not be able to get it together to give them basic needs." "The night I left was not expected. I was pushed to that point. I literally thought we were gonna die," Jordan recalled to PEOPLE.
Jordan also told Sawyer it was Justin Bieber, of all people, who inspired her to break free. She said she would secretly watch the pop star's music videos and interviews whenever her parents left the house and that Bieber taught her about the world beyond the confines of the Turpins' home. Van Wagenen also outlined several of his office's "efforts to progressively transform the county's child welfare and dependent adult systems," which include improved training and auditing protocols.
